INSISTE OBAMA EN LA REFORMA MIGRATORIA / EL SOL DE MÉXICO
El presidente de Estados Unidos dijo que su país "necesita de una reforma migratoria integral" y que continuará insistiendo al Congreso federal hasta que se logre definir un cambio a las leyes migratorias. Durante una conferencia de prensa en la Casa Blanca, el presidente subrayó que la reforma migratoria se necesita para no sólo garantizar la legalidad de la mano de obra que se contrata, sino también para garantizar la seguridad fronteriza, y dar la oportunidad de sentirse parte de un país, a miles de jóvenes que llegaron a la Unión Americana cuando eran menores de edad, sin saber que ingresan como inmigrantes indocumentados. "Lo dije antes, los diré otra vez y lo diré la próxima semana y dentro de seis meses: debemos de tener un sistema que garantice el sostenimiento de nuestra tradición como una nación de leyes, y como una nación formada por inmigrantes", declaró Obama.

OBAMA SE SUMA A LA PRESIÓN DE LOS "SIN PAPELES" PARA QUE SEAN LEGALIZADOS / LA CRÒNICA
El presidente de EU metió ayer presión a los congresistas para que saquen adelante su propuesta de reforma migratoria, que permitiría la legalización de casi once millones de inmigrantes. El mandatario demócrata echó así el balón al Capitolio, poco después de que centenares de estudiantes, en su mayoría hijos de indocumentados hispanos, protestaran frente a la Casa Blanca para que, de una vez por todas, sea aprobado el Dream Act, una iniciativa de Obama para legalizar a los estudiantes y reclutas en el ejército, que hasta el momento se ha topado con el obstáculo de los legisladores republicanos.

EMITE LA SRE GUÍA A MEXICANOS ANTE POSIBLES DETENCIONES EN EU / CAROLINA GÓMEZ MENA / LA JORNADA
Luego de la promulgación el lunes pasado de la ley antinmigrante S20 en Carolina del Sur, la Secretaría de Relaciones Exteriores (SRE), por medio de su consulado general en Raleigh, emitió una guía en la que explica a los connacionales que viven o visitan dicho estado lo que deben hacer ante posibles detenciones derivadas de esa normativa, así como las precauciones que deben tomar y los instruye a exigir comunicación inmediata con el consulado en caso de enfrentar problemas. En el citado documento, denominado Guía sobre la Ley S20. Lo que los mexicanos deben conocer, se abordan temas como las consecuencias que tendrá la ley que entrará en vigor el primero de enero de 2012; por qué razones se puede ser detenido, los nuevos requisitos para poder ser contratados, qué circunstancias se constituirán en delito cuando comience a aplicarse dicha legislación, qué documentos aceptarán las autoridades y los derechos que los mexicanos tienen que hacer valer.

ADVIERTE CONSULADO DE MÉXICO EN RALEIGH ALCANCES DE LA LEY S20 / MILENIO
El Consulado de México en Raleigh dio a conocer la "Guía sobre la Ley S20" de Carolina del Sur, donde advierte, entre otras cosas, que ésta contempla la creación de la Unidad Estatal de Control Migratorio, cuerpo policiaco local especializado. La guía está disponible en el consulado y en su portal electrónico, además de que se publicará información sobre el particular en radio, televisión y periódicos en español. Detalló que la Ley S20 obliga a los patrones, a partir del 1 de enero próximo, a utilizar el sistema electrónico E-Verify para certificar el estatus legal de los nuevos empleados. La enmienda además permite a la policía detener a cualquier persona que porte identificación falsa o "no apropiada" e incluso considera penas de hasta cinco años de cárcel en algunos casos para quienes falsifiquen identificaciones o las porten.

LOS INDOCUMENTADOS TRABAJAN MÁS QUE NADIE Y SON PERSEGUIDOS Y HOSTIGADOS / FERNANDO CAMACHO SERVÍN / LA JORNADA
Pese a trabajar más que nadie, pagar impuestos y revitalizar las comunidades a donde llegan, los migrantes mexicanos y centroamericanos siguen siendo perseguidos y hostigados en Estados Unidos, por lo cual integrantes de diversas organizaciones exigieron al gobierno de Barack Obama que frene ya las redadas y crímenes de odio contra dicha población. En conferencia de prensa, Ricardo Juárez, representante de Mexicanos sin Fronteras, advirtió que el clima de xenofobia y racismo va creciendo en Estados Unidos, luego de la aprobación de una nueva ley antinmigrante en Carolina del Sur, que se suma a otras similares promulgadas en Arizona, Texas, Alabama, Georgia y Florida. A pesar de que esas iniciativas son contrarias no sólo a los acuerdos internacionales firmados por Estados Unidos, sino también a la propia legislación local, los partidos Republicano y Demócrata han adoptado una actitud cínica para sacar provecho electoral del tema, dijo.

MILITARES VIGILAN EL PASO DE PAISANOS POR LA FRONTERA TAMAULIPECA / LA CRÓNICA
Efectivos militares se encargarán de vigilar el recorrido de los paisanos durante su paso por esta frontera, al iniciar oficialmente el próximo 1 de julio el Programa Paisano Operativo Verano 2011. El director del Instituto Tamaulipeco para los Migrantes y Atención a Paisanos, José Carmona, comentó que lo anterior se da luego de que desde hace dos semanas la Secretaría de la Defensa Nacional (Sedena) incursionó en la filas de la Policía Preventiva para realizar exámenes de confianza y antidoping a sus elementos.

DAKOTA DEL NORTE: PUERTAS ABIERTAS A LOS INMIGRANTES / CARLOS OSPINA MÚNERA / LA OPINIÓN
Aunque hay un porcentaje bajo de hispanos,las organizaciones buscan atraer inmigrantes para paliarla merma y el envejecimiento de la población. La ciudad de Fargo se encuentra en una vasta planicie que da cuenta de uno de los rubros más importantes de su economía: la agricultura. Para el analista Richard Rathge, director del centro de datos de Dakota del Norte, el estado necesita del inmigrante para desarrollar la economía local. "Somos grandes productores de remolacha, papa, trigo y maíz, tenemos una gran economía pero necesitamos desesperadamente repoblar el estado", expresó. Y es que según la Oficina del Censo de Estados Unidos, los hispanos solamente crecieron un 0.5% en la última década. Es decir, de los casi 700,000 habitantes del estado, sólo 13,000 son hispanos.

OBAMA: POLÍTICA MIGRATORIA DEBE SER MÁS QUE E-VERIFY / LUIS ALONSO LUGO / EL NUEVO HERALD
El presidente Barack Obama dijo el miércoles que el sistema de verificación E-Verify es una herramienta importante para el cumplimiento de la ley, pero que debe ser perfeccionado para evitar problemas causados por información errónea. "Tal vez no podamos obtener todos los aspectos (de la política migratoria) que uno quisiera ver en un paquete, pero necesitamos un paquete balanceado", dijo el mandatario en conferencia de prensa al referirse a la necesidad de una reforma migratoria integral. "Necesitamos tener un enfoque más balanceado que (contar con) solamente un sistema de verificación", agregó. E-Verify es una base de datos migratorios y de la seguridad social que permite a los patronos confirmar de manera voluntaria si sus empleados están autorizados para trabajar en Estados Unidos.

RICH IRONY ON DREAM ACT / O. RICARDO PIMENTEL / SAN ANTONIO EXPRESS-NEWS
Texas Sen. John Cornyn voiced some objections to the DREAM Act at a Senate hearing on Tuesday. His points are a lesson in contradictions of the kind that permeate the immigration debate. He said approving the DREAM Act outside of comprehensive immigration reform would spur what he called "chain migration." The DREAM Act would give children of illegal immigrants a path to legal residency or citizenship after they complete at least two years of college or military service. Not sure what Cornyn means about chain migration. Maybe that newly minted citizens will sponsor family members into the country? Not sure if that will be permitted in this act but if it is, that's how it's done. It's legal. Or maybe he means that these newly minted citizens or legal residents will attract family members who are undocumented. More than their presence already does?

"Would people really hate me so much if they knew me?" Angelica Hernandez, an undocumented immigrant from Mexico, asked me that question one day when I drove her to Arizona State University. I couldn't answer. I muttered something about focusing on school instead. In May, Angelica graduated summa cum laude from ASU's Ira Fulton School of Engineering. She was named Outstanding Senior in Mechanical Engineering, which is akin to being valedictorian.

OPPONENTS OF MD. BILL ALLOWING IN-STATE TUITION FOR ILLEGAL IMMIGRANTS TO SUBMIT PETITIONS / THE WASHINGTON POST
Opponents of Maryland legislation to allow in-state tuition for certain illegal immigrants plan to turn in the last signatures they believe are needed to put the measure on the 2012 ballot for a referendum. Republican Delegate Neil Parrott, of Washington County, said the petitions will be presented to the Maryland Secretary of State's Office in Annapolis on Thursday evening. Opponents have scheduled a news conference for 8 p.m. outside the office. Parrott says the effort to overturn the measure has obtained the 8,448 additional signatures needed by the deadline at midnight Thursday. He says opponents will be submitting even more signatures in case some are disqualified due to technicalities.

FRUSTRA A PERRY FRACASO DE INICIATIVA ANTIINMIGRANTE / DIARIO LA ESTRELLA
El gobernador de Texas, Rick Perry, lamentó ayer la negativa de la legislatura estatal a debatir una iniciativa de ley contra la creación de "ciudades santuario", que protegen a indocumentados. "Estoy decepcionado de que la legislatura no haya abordado lo de las ciudades santuario", dijo Perry en un comunicado emitido ayer martes. Reconoció que él mismo cabildeó el fin de semana con los líderes del congreso estatal para que incluyeran la iniciativa junto con la del presupuesto a fin de mantenerla viva y aprobarla. El gobernador acusó al senador estatal republicano, Robert Duncan, a cargo de un organismo legislativo responsable de encuadrar las iniciativas aprobadas por ambas cámaras, de negarse a incluir el punto de las ciudades santuario en el proyecto de ley del presupuesto.

EDITORIAL: SECURE COMMUNITIES REDEFINES ITS MAIN TARGETS / THE DENVER POST
Now those using U.S. immigration's information-sharing program can focus on ensnaring the worst of the worst. Recently announced tweaks to a key immigration enforcement program should make the effort more true to its intended purpose and reassure critics. Secure Communities has been battered by those who say it deports some illegal immigrants who have no criminal background or only minor offenses on their records. The program, which is at its core an information-sharing effort between federal agencies, was always envisioned as a way for immigration authorities to ensnare and deport the most dangerous people in this country illegally.

SEN. BENNET ASKS JUSTICE DEPT. TO ASSESS STATES' VOTER-ID LAWS / ALLISON SHERRY / THE DENVER POST
Sen. Michael Bennet has penned a letter to U.S. Attorney General Eric Holder urging that the Justice Department look into various voter-identification measures passed by states to see whether they violate the Voting Rights Act. Fifteen other Senate Democrats signed the letter, including Majority Leader Harry Reid of Nevada and Tom Udall of New Mexico. "These laws are a solution in search of a problem," Bennet said. "Voting is integral to the strength of our democracy, and we should be working to increase voting participation, not keeping valid voters from having their voices heard." In question are a number of state-passed laws that require voters to show a government-issued ID at the polls.

Group asks players, fans not to participate in game to protest immigration law. An immigrant-rights group opposed to Senate Bill 1070, Arizona's year-old immigration law, is calling for a boycott of Major League Baseball's All-Star Game in Phoenix next month. The group also plans to protest outside Chase Field before the game, said Anayanse Garza, a member of Puente, an immigrants-rights group in Phoenix. The All-Star Game will be held at Chase Field, home of the Arizona Diamondbacks, on July 12.

CONSULADO PENDIENTE DE MEXICANO QUE MURIÓ ATROPELLADO / LETICIA ESPINOSA / VÍVELO HOY
El Consulado General de México en Chicago está a la expectativa de localizar a la familia de Héctor Placencia, quien murió atropellado por un taxi el lunes mientras caminaba por la banqueta, en el centro de Chicago. Placencia, de 57 años y residente de Rogers Park, trabajaba desde hacía tres semanas como lavaplatos en el restaurante Riva Cafe, de Navy Pier. El martes la Oficina del Médico Forense del Condado de Cook dijo que la autopsia reveló que Placencia murió de heridas ocasionadas por el accidente. Placencia caminaba rumbo este en la acera norte de Illinois St. poco antes de las 9 am cuando fue golpeado por un taxi que se desvió de la calle. Tras golpear a Placencia, el taxi chocó contra la entrada de un estacionamiento en la cuadra 300 E. Illinois St. Placencia fue declarado muerto en la escena. El taxista, Yao Ofori, de 71 años, y su pasajera, de 51 años, fueron trasladados al Hospital Northwestern Memorial. Tras el accidente Ofori se encontraba en buenas condiciones. La mujer sufrió una fractura en la pierna y otras lesiones, dijo la Policía.

BORDER PATROL RECOVERS FIVE BODIES IN DESERT / ARIZONA DAILY STAR
U.S. Border Patrol agents say they have recovered the bodies of five people in southern Arizona believed to be illegal immigrants. Agents say the bodies were found in five separate incidents Tuesday in the vast Sonoran desert that also resulted in the rescue of 36 illegal immigrants. A Tucson Sector search team rescued 12 illegal immigrants and found one person dead, possibly from dehydration. Ajo Station agents say they found one body three miles north of the Lukeville Port, and Casa Grande agents discovered a set of human remains in the West Desert.

10 SUSPECTED ILLEGAL IMMIGRANTS ARRESTED NEAR MALIBU / RICHARD MAROSI / LOS ANGELES TIMES
The suspected illegal immigrants were found after being dropped off by a smuggling boat in what authorities call one of traffickers' northernmost forays so far. Ten suspected illegal immigrants were arrested Wednesday near Pacific Coast Highway after being dropped off by a smuggling boat along the coast northwest of Malibu, U.S. authorities said. The group was spotted about 4:30 a.m. just up the coast from the Los Angeles-Ventura county line, said Virginia Kice, a spokeswoman for Immigration and Customs Enforcement. A woman with a broken nose and a man with a broken leg were hospitalized, Kice said. The maritime smuggling attempt marks one of the northernmost forays by traffickers as they try to evade increased enforcement in San Diego County, where such activity has surged dramatically in recent years. Last year, 867 illegal immigrants and smugglers were arrested at sea or along the California coast, more than double the number in 2009.

Modern steel fence replaces easily breached wall. The rusting metal wall that has divided the twin cities of Nogales for over a decade and ushered in a new era of tougher border security will soon come down. In the next few days, the federal government will finish tearing out the old sheet-metal wall that separates Nogales, Ariz., from Nogales, Sonora, and complete the installation of a new, higher, see-through fence that officials say is safer, harder to breach and less of an eyesore. The new fence is made of closely spaced steel beams set in concrete several feet deep. The beams are connected by horizontal steel rods.

In a decision that could have far-reaching effects on immigration cases involving same-sex couples, federal officials have canceled the deportation of a Venezuelan man in New Jersey who is married to an American man, the couple's lawyer said Wednesday. The announcement comes as immigration officials put into effect new, more flexible guidelines governing the deferral and cancellation of deportations, particularly for immigrants with no serious criminal records. Immigration lawyers and gay rights advocates said the decision represented a significant shift in policy and could open the door to the cancellation of deportations for other immigrants in same-sex marriages.

NIÑOS INMIGRANTES QUEDARÁN FUERA DE LA REFORMA DE SALUD / YURINA MELARA VALIULIS / LA OPINIÓN
UCLA: decenas de miles de menores de edad podrían no calificar. Alrededor de 220,000 niños inmigrantes en California serán excluidos de la reforma de salud; de estos el 85% son latinos. Un nuevo estudio de UCLA dado a conocer ayer indica que del millón de menores de edad sin seguro médico en el estado, un 20% no se beneficiará ni de la expansión de MediCal ni del sistema de seguros médicos que se instalarán para que las personas compren pólizas a precios más baratos y con subsidios. La Dra. Shana Alex Lavarreda, directora de Estudios de Seguros Médicos de la Universidad de California Los Ángeles (UCLA) explicó que además de los niños inmigrantes, otros 40,000 menores de edad que serían elegibles para la expansión de MediCal, tampoco podrían recibir seguro médico debido a confusiones relacionadas con el estado migratorio de sus padres.

Dozens of people mistakenly told they had won the U.S. visa lottery are seeking to halt a follow-up July 15 drawing until their case is heard. The group this week asked a federal judge in Washington to put off the next drawing for one of up to 50,000 so-called diversity visas. A group promoting the interests of Latinos in Massachusetts is preparing to release a new report on conditions and challenges facing the community in Springfield. The Mauricio Gaston Institute for Latino Community Development and Public Policy is scheduled to release its findings in Springfield on Thursday. The report, titled "Latinos in Massachusetts: Focus on Springfield," is the first in a series of briefings that the Institute will host throughout Massachusetts to raise awareness to the state's Latino population.

Powerful business interests helped to scuttle proposed immigration restrictions in Texas Wednesday, further evidence that Republicans in some states are facing resistance among their own supporters to an immigration clampdown. The ``sanctuary cities'' bill would have barred cities from stopping police departments from asking about immigration status of people who are detained or arrested. It died when the Texas legislature adjourned without passing it. Since Arizona enacted sweeping restrictions on immigration last year and blamed the federal government for failing to pass national reforms, civil rights activists have feared that the crackdown would spread across the country.

Enlace En ambos lados de la frontera, millones de mexicanos aún saborean el triunfo de su selección de fútbol frente a la de Estados Unidos el pasado domingo en Pasadena. Fue una victoria contundente, irrefutable, que le permitió al Tri coronarse como el campeón de la Copa de Oro con el apoyo avasallador de más de 80 mil almas que hicieron sentir a los estadounidenses extraños en su propia tierra. La situación es, definitivamente, insólita. No existe en el mundo ningún otro país en el que un equipo que juega en su casa se encuentre con que las porras, las cornetas, los cánticos y las banderas ondeando son muestras de apoyo para el equipo extranjero. Como era de esperarse, el fenómeno ha despertado no sólo la sorpresa sino la incomodidad y definitivamente el rechazo de miles de estadounidenses que se quejan no sólo de este apoyo abrumador sino de los abucheos y rechiflas que tuvo que tolerar su equipo.

Falco's promotion, unanimously approved by Univision's board Wednesday, comes in the wake of a tumultuous period for the nation's dominant Spanish-language media company. Univision for years was distracted by feuds with its primary programming partner, Mexico-based Grupo Televisa. It struggled to ride out the recession while managing a $10-billion mountain of debt that came with a 2007 leveraged buyout.

Los ilegales que radican en Georgia celebrarán un boicot mañana contra la Ley HB 87 para demostrar lo importante que son para la Entidad, situación que hace recordar la película Un día sin mexicanos de Sergio Arau. El filme de Arau expone la hipotética "desaparición" de los mexicanos de California y las repercusiones negativas que esto trae al Estado. Los indocumentados en Georgia lo llevarán a la realidad, pues no acudirán a trabajar y tampoco comprarán nada. "Mañana entra en vigor la ley y no trabajaremos ni compraremos, con esa ausencia queremos hacer visible la presencia de nuestra comunidad", señaló Adelina Nicholls, directora de la Alianza Latina de Georgia Pro Derechos Humanos.

Un grupo de estudiantes indocumentados en proceso de deportación se encadenó ayer frente a la Casa Blanca para protestar porque el gobierno del presidente Barack Obama continúa con su programa de expatriaciones. Al coro de "educación, no deportación", los estudiantes —en su mayoría mexicanos— protestaron en la avenida Pensilvania acompañados por otros 200 jóvenes, que momentos antes realizaron una "graduación simbólica" en el Salón Kennedy Caucus del Congreso.

Each Canada Day, I'm reminded of the day in August when I arrived in Toronto for the first time. My mother and I had chosen Canada to be our new home. We could have chosen the United States, Australia or New Zealand, but decided on Canada because of the bright future it offered. Upon my arrival, I was struck by a sense of "Canadian identity" and sought to adopt it in all important respects. People I met were not transplanted Frenchmen, nor were they British or Americans. They were Canadians, and I wanted to be one of them. In those pre-Trudeau days, little was spoken of "official multiculturalism," and many like myself didn't see why Canada - or any nation, for that matter - should aspire to be an extension of others' cultures. Yes, there were those who treasured the institutions and traditions inherited primarily from France, England and Scotland, but Canadians before me had built something unique on those foundations, adding cultural enrichment and diversity.(….) Moreover, rather than encourage multiculturalism and the inevitable forming of separate cultural or religious groups that don't interact with the mainstream, newcomers should be encouraged to maintain foreign cultures and religious practices only so long as doing so does not interfere with their integration into our society. Our goal should be to live side-by-side, and not in cultural silos. This brings me to the contradictory concept of dual citizenship, which seems to have become common. Some holding this status will inevitably side with their non-Canadian homeland if they see it in a confrontation with Canada. (…)

BIRTH DOESN'T GUARANTEE CITIZENSHIP / GARY DIMMOCK / THE OTTAWA CITIZEN
The Harper government has issued a deportation order for the Canadian-born son of former domestic servants to the High Commission of India. Deepan Budlakoti, born at the old Grace Hospital in 1989, always believed he was Canadian and so did his parents. So much so that when his parents won citizenship in 1997, they never bothered to make an application for him.(…) "That Canadian government authorities actually at one time gave Mr. Budlakoti a Canadian passport, of course usually only available to Canadian citizens, was a mistake that cannot now be relied upon. There is no principal in law that says that a benefit or remedy granted on the basis of a mistake entitles the beneficiary to a continuation of the same privilege," Creates said. "So Mr. Budlakoti has no lawful status in Canada now at all, not even permanent resident status, despite the appearance of some sympathies such as long-term establishment." The lawyer noted that the Department of Citizenship and Immigration has long shown itself, at times, to be flexible and sympathetic for cases that fall through the cracks.(….)
